Instructions
Cake
Preheat the oven to 350 degrees and prepare 9x9 baking pan with nonstick spray and set aside.
In a large mixing bowl, combine flour, sugar, baking soda, baking powder, and salt.
Cut the butter into flour mixture then mix using mixer to combine.
Add egg, sour cream, vanilla, and 1/4 cup milk and mix completely. If needed, add the remaining milk until you get a cake batter type consistency.
Center/Topping
Melt butter, add brown sugar, cinnamon, and oats and mix completely.
Pour 1/2 to 3/4 of the batter into your prepared baking pan.
Next add about 1/4 of the brown sugar mixture and using a spoon, swirl the brown sugar into the cake some, it doesn't have to be a lot.;
Pour the remaining batter on top and spread it as evenly as possible.
Pour the remaining brown sugar mixture on top and swirl it into the batter a little bit.
Bake for 30-35 minutes or until toothpicks done in the center.
Remove from the oven and allow to cool completely, and the top will harden up a bit.
